cheques distributed to school children

today district administration distributed compensation cheque of rupees fifty thousand each to parent of girl students who did get injured in stampede in a govt school in khajurikhas delhi on tenth of last month.
cheques were distributed at the office of SDM Seelampur in north east delhi.Parents of 26 girl students collected the chques of fifty thousand in total.District administration has identified 36 girl students as injured and five girl students as deceased.
last week, the victimes had denied to accept the cheques on allegation of betrayel on the part of delhi govt on ninth of october. authorities received their complaint in writing and forwarded it to the delhi govt.victims allegedly said the delhi chief minister had promised to fifty thousand rupees to the parents of injured student.but now district administration is giving a cheque of five thousand rupees instead of fifty thousand.
SDM Seelampur A K Sharma said that after receiving the complaint from victims, we forwarded it to the delhi govt for sanction. the delhi govt passed this proposal tuesday evening.but parents of deceased student are not receiving the cheque of compensation. they are demanding to increase the compensation amount to five lacks from one lack.if they file a proposal in writing only then we can forwarded it to the govt for sanction. while Deputy commisioner said the parents of deceased students are under pressure from people who are in judicial custody in connection with a riot after the school opening.the family members of these accused are pressurising the parents of deceased students to not to accept the cheque of rupees of one lack each.

five students died, 29 injured in stampedeFive girl students died and 29 were injured after a stampede caused by some male students in a north east delhi govt school on Thursday morning. Students were rushed to GTB hospital Shahdara after stampede. Some of the students were declared brought dead by the doctors.Delhi CM Sheila Dikshit has asked the district administration to file a magistrial enquiry report within three days. Govt has declared a relief of rupees one lack to the family of deceased and rupees fifty thousand to the family of injured students.It is learnt at the time of stampede there was an examination going in the school. Students were aked to move to shift from ground floor to the first floor at the time of incident.When the students were going to change their rooms and were on the stairs some boy students did some bad activities with the girl students.Due to this girls student lost their balance that resulted in the chaos. this chaos turned into stampede. Though in the morning there was a news that death were caused by electrocution in the school. but later, it was revealed as a rumour only. One bses official told there is no information of the electrocution in the school but the electricity supply was disconnected on the instruction of the local MLA. Later it was confirmed by the post morterm report that the deaths were caused by the stampede.Meanwhile some students and their parents alleged that there was no electricity in the school for last two to three months. this allegation was denied by the bses officials. School was having the regular power supply. Its meter was checked and reading was taken on August 01,2009, bses spokes person C P Kamath said.On the other hand local MLA Mohan Singh Bisht said that the electricity supply was not in place for last 2-3 days. while Delhi Mayor Dr Kanwar Sain said that the electricity supply in the school was not in place for the last five months.--- Dhiraj Beniwal

NHRC sends notice to Punjab Chief Secretary on denial of treatment to an accident victim.

The National Human Rights Commission has sent a notice to the Chief Secretary, Punjab on a press report captioned “Public healthcare in Punjab a sham” which appeared in ‘The Tribune’ on February 9, 2008

The press report stated that a person named Amar Singh met with an accident at Chandigarh Railway Station while he was returning to his native place Sadhupur in Moradabad, UP. His leg was severely injured and he had been virtually immobilized due to the accident. The victim needed hip operation but did not get any treatment in Government Hospitals in Sector 32 and 16 of Chandigarh, where he was admitted. The report further said that he did not get any treatment in the Government Hospital, Sector 22 Chandigarh as well. The press report also said that the victim had been lying at a bus stop adjacent to the CBI office in Sector 30 since then, without any help from anywhere.

The press report stated that despite having highest per capita income in the country, the public health care system in Punjab was in bad shape. Quoting a study, the report said that 39% of doctors and 44% of medical staff were absent on any given day at Public Health Centers in the State. Further, the study added that these centers lacked diagnostic facilities and medicines.

The press report further mentioned that the Punjab Government and the Chandigarh administration had not taken any initiative to implement the National Health Insurance Policy, where the BPL families were given virtually free insurance.

After going through the contents of the press report, the Commission directed that the same may be forwarded to the Chief Secretary, Punjab. The Commission directed the State authorities to look into the allegations and submit an action taken report to the Commission within six weeks.

NHRC sends notice to Maharashtra Chief Secretary on reports of alleged violence against migrants from Bihar

New Delhi the 18th February, 2008

The National Human Rights Commission has sent notice to the Chief Secretary Maharashtra, on a press report, which said that a person who fled Nasik with his family was beaten up by Maharashtra Navnirman Sena (MNS) workers. The Commission’s direction comes after it went through the press report, which appeared in The Pioneer on February 14, 2008. The report alleged that a large number of people of Bihari origin working in Mahrashtra had fled due to terror and violence by MNS activists. The report added that one person Sanjiv Singh, who had fled Nasik with his family, had alleged that he and his family members were attacked and womenfolk molested by MNS workers. The report added that these people were threatened by MNS workers to leave Mahrashtra or face the consequences. The report further said that another person Rehman Bhai also alleged that MNS activists threatened them. The two people further alleged inaction by the State Government against the MNS activists.

Viewing it as a serious issue of human rights violation, the Commission has asked for a report from the Chief Secretary, Maharashtra within four weeks.

NHRC sends notices to Chief Secretary, Tamil Nadu and Chief Secretary,Himachal PradeshNew Delhi October 8, 2007The National Human Rights Commission has sent notice to the ChiefSecretary, Tamil Nadu, on a news report, which said that due to lack ofhygiene, a student of Stanley Medical College Hospital, Chennai, had died.The report, which appeared in the “Indian Express” on September 29, 2007, said that 18 students who were staying at the campusof the Hospital had fallen ill and were hospitalized with fever andheadache. Two of them tested positive for Dengue while one, a girl wasconfirmed as a case of leptospirosis. The girl was later declared braindead and rushed to a private hospital where she died on September 27,2007. The report also said that an endemic had broken out due tosuspected viral encephalitis.The news report highlighted that piling of garbage, lack of propersanitation, unhygienic conditions and dilapidated building of the hostelwere possible reasons for the endemic.Expressing serious concern for the conditions in the hospital, theCommission has given four weeks time to the Chief Secretary for a factualreport.The Commission has also sent notice to the District Collector, Hamirpurand Chief Secretary, Himachal Pradesh, on a news report, which said thatcheap ration eludes Antodaya families in the district.The report, which appeared in the “Tribune” on September 29, 2007, saidthat these families had been deprived of cheap ration, for which they wereentitled under Antodaya Scheme.The report added that this had happened as the Nagar Parishad submitted alist of BPL families instead of Antodaya families, to the District Foodand Civil Supplies Department. The Department, based on this list, issuedration cards to BPL families and deleted the names of Antodaya families. NHRC sends notices to the Director, AIIMS, Police Commissioner, Delhi andChief Secretary, Madhya Pradesh on different incidentsNew Delhi September 28, 2007The National Human Rights Commission has sent notice to the Director, AllIndia Institute of Medical Sciences, (AIIMS), New Delhi, on a report whichsaid that doctors in the hospital operated on a patient’s wrong eye. Taking suo-motu cognizance of a news report published in the “HindustanTimes” on September 24, 2007, the Commission said that it is a seriousissue of human rights violation of the patient.As per the report, a 76 year old woman suffering from cataract wasoperated upon on September 20, 2007, at Rajendra Prasad Centre of thehospital. The report further said that doctors operated her in the wrongeye due to negligence. The Commission has directed that the press reportbe forwarded to the Director for a factual report within four weeks.The Commission took notice of another report which appeared in the Hindidaily “Dainik Jagran” on September 24, 2007, on the detaining to two girlsat police station in West Delhi and subjecting them to torture. As perthe press report, a 17 year old girl along with her younger sister,residents of Jahangirpuri were taken to the police station in the area forinterrogation in a case of missing girl from another block in the area. The two girls were reportedly detained for five hours in the policestation, where they were disrobed and subjected to severe physicaltorture. Calling the report as distressing, the Commission directed thata copy of the press report be sent to the Police Commissioner, Delhi, fora factual report within four weeks.Another story which caught the attention of the Commission was disrobingand parading of a tribal woman in Morena, Madhya Pradesh. The pressreport, which appeared in “Rashtriya Sahara” on September 24, 2007, saidthat some ruffians entered the houses of tribals in Thlonjri Village ofthe district with an intention to grab the land allotted to the tribals onlease basis. The report further said that they thrashed the tribalwomen, tore their cloths and paraded them naked in the village. TheCommission directed that the press report be forwarded to the DistrictCollector, Morena, and Chief Secretary, Madhya Pradesh for a factualreport within four weeks.

Traffic police have nine ‘interceptor vehicles’, with digital cameras and speed-evaluating equipment. These will be placed at selected zones, and an infrared flash installed about 200 metres away. The digi-cam in the vehicle will be activated the moment a speeding vehicle reaches its ‘zone’. The camera will, in turn, activate the infrared flash. The moment a speeding vehicle enters its arena, the infrared flash will ‘fire’ to get a clear picture of the vehicle, its number plate and the offence committed. “Image at night is blurred due to lack of light, so infrared flash will help us get a clearer picture,” a senior traffic officer says. Next, the camera will transmit photo to a laptop inside the interceptor vehicle.
